Job Purpose

The primary purpose of this position is to provide strategic leadership and operational oversight for all revenuegenerating activities of ESTVA. The role ensures long-term sustainability through optimised TV licence collection, advertising growth, sponsorships, and innovative commercial initiatives. The Business Development Manager is accountable for achieving financial turnaround targets, rebuilding market credibility, and embedding a performance-driven culture across the Business Development Department. The position reports to the Chief Executive Officer (CEO). 

Key Responsibilities

  • Diversify ESTVA’s revenue streams and reduce reliance on government subvention through innovative commercial initiatives and sustainable business models.
  • Lead multi-channel TV licence collection strategies, including digital platforms, enforcement initiatives, and public awareness campaigns, to improve compliance and maximise revenue.
  • Drive advertising sales growth through the negotiation of high-value contracts, effective management of agency relationships, and the expansion of sponsorship opportunities.
  • Secure alternative funding through grants, sponsorships, co-productions, and donor resource mobilisation.
  • Build strategic partnerships and drive marketing initiatives to strengthen ESTVA’s brand visibility, credibility, and market reach.
  • Position ESTVA as a competitive regional broadcaster by leveraging OTT platforms, digital monetisation opportunities, content licensing, and market penetration strategies in South Africa and beyond.
  • Develop pricing models for advertising, sponsorships, and content licensing to maximise commercial returns.
  • Conduct client needs analysis to inform programming, advertising inventory, and commercial strategy.
  • Establish customer service and CRM systems to enhance client engagement, pipeline management, and service quality.
  • Develop and implement an annual Business Development Plans aligned to ESTVA’s turnaround strategy and growth objectives.
  • Introduce transparent policies for credit management, commissions, partnerships, and revenue reporting to strengthen governance and accountability.
  • Implement cost containment measures and improved business processes aligned to ESTVA’s turnaround strategy and financial sustainability objectives
  • Ensure compliance with the Broadcasting Act 2023, ESCCOM regulations, and applicable governance frameworks.
  • Conduct market research on advertiser trends, regional benchmarks, and new revenue opportunities to inform strategic decisions.
  • Mentor and coach sales and licence teams to strengthen digital monetisation, negotiation, proposal development, innovation, and performance culture.

Key Knowledge requirements

  • Eswatini media and advertising landscape; deep understanding of local market dynamics.
  • Broadcasting Act 2023 & ESCCOM regulations; compliance requirements for public broadcasters.
  • TV licence fee models; best practices in collection and enforcement
  • Digital monetisation strategies; OTT, VOD, social media, and streaming platforms.
  • Public sector governance frameworks;

Qualifications and Experience

  • Master’s Degree in Business Administration (MBA), Strategic Management, Marketing, or a related field.
  • Professional certifications in Sales, Marketing, or Project Management will be an added advantage.
  • Minimum 7–10 years’ progressive experience in business development, sales management, or revenue generation.
  • At least 3–5 years’ experience in a senior leadership role with proven accountability for revenue targets.
  • Demonstrated success in partnership development, sponsorship acquisition, and donor resource mobilisation.
  • Experience in managing and mentoring high-performing sales and marketing teams.
  • Proven track record in a competitive media, broadcasting, or related commercial environment.
