On behalf of our client, the Municipal Council of Mbabane, we invite applications from suitably qualified and experienced candidates to apply for the positions of Expenditure Manager
Job Purpose
To manage and control the Municipality’s Expenditure function by ensuring accurate and timely payments, effective cashflow management, credible management accounts, coordinated annual financial audits, and reliable financial information. The role also leads digitization of the Procure‑to‑Pay process, enhances supplier customer experience, and ensures adherence to legislation, internal controls, and financial policies. The position reports to the Director Finance.
Key Responsibilities
- Contribute to development, revision, and implementation of financial policies.
- Support budget preparation, uploads, and warrant reallocations.
- Oversee end‑to‑end payment processing, document verification, EFT approvals, and payment runs.
- Oversee supplier reconciliations, payment dispute resolution, and digital payment platforms.
- Prepare weekly and monthly cashflow forecasts and liquidity reports.
- Monitor bank accounts, oversee cashbook integrity, and ensure timely bank reconciliations.
- Maintain effective controls over e‑banking access, authorisation rights, and segregation of duties.
- Coordinate monthly expenditure reporting and prepare management accounts inputs.
- Manage commitments, accruals, and provisions for accurate period recognition.
- Produce expenditure trends, creditor age analyses, and other decision‑support reports.
- Prepare Annual Financial Statements and ensure accurate year‑end financial reporting in compliance with applicable standards.
- Coordinate audit requirements for Expenditure, Payables, Cash and Bank.
- Maintain an audit‑issues tracker, develop corrective actions, and engage auditors.
- Enhance supplier experience by promoting efficient, transparent, and digitally supported payment processes.
- Ensure timely and professional resolution of supplier payment enquiries and maintain high service standards.
- Oversee the automation of expenditure processes through improved digital workflows and enhanced financial systems integration.
- Ensure secure and compliant digital payment workflows within the expenditure function.
- Contribute to development, revision, and implementation of financial policies.
- Strengthen internal controls, including cut‑off schedules and compliance monitoring.
- Ensure accuracy of VAT treatment, cost centre/project allocations, and pre‑payment controls.
- Review tax returns (VAT, PAYE, Income Tax, Withholding Tax, Levies) and ensure timely submissions.
- Support continuous improvement initiatives in financial management and expenditure efficiency.
- Manage special projects as assigned by the Director Finance.

Qualifications and Experience
- Bachelor of Commerce (Accounting & Finance) or equivalent.
- CA, CPA or CIMA accompanied by a valid letter of good standing is desirable.
- 5-7 years’ experience in accounting, 3 years of which should be in a senior finance or management capacity.
- Audit Experience will be an added advantage.
- Knowledge of International Financial reporting Standards.
- Knowledge of VAT, Income and other tax matters will be an added advantage.
- Strong attention to detail.
