EHB was established in 1988 through the National Housing Board Act No. 3 (the Act). EHB is a Category A Public Enterprise which reports to the Government through the Ministry of Housing and Urban Development (MHUD).

Human Resources Manager 

The primary role of the position is to manage the implementation of EHB’s human capital management strategies, policies and plans to enable the organization to achieve its objectives. This position reports to the Head of Human Resource.

 

Key Responsibilities

o Design people management processes aligned with the HR strategy.

o Prepare departmental plan and budget.

o Co-ordinate EHB organizational development and change programmes.

o Facilitate relevant change management activities in line with agreed organizational requirements.

o Facilitate job description reviews and maintain proper records of current job descriptions.

o Facilitate the process of job evaluation and grading exercises through the committee.

o Engage and support line management regarding recruitment requirements.

o Manage the recruitment process.

o Coordinate proper employee onboarding.

o Administer payroll and produce reports for relevant approval.

o Manage EHB benefit schemes and provide guidance to employees.

o Formulate a learning and development plan for the organization that is aligned with organizational objectives and culture.

o Identify and implement the appropriate learning and development interventions to meet the identified organizational need.

o Evaluate the impact of learning and development to assess quality, alignment with strategy and impact on organizational capability.

o Monitor learning and development budget.

o Co-ordinate the implementation of the EHB performance management system.

o Advise line management in the setting of performance targets.

o Gather information on the performance management system and recommend improvements.

o Create a climate of trust, cooperation and stability within the organization and a harmonious and productive working environment.

o Provide a framework for disciplinary and grievance procedures.

o Build capacity and monitor compliance with relevant labour legislation, codes of good practice and international standards.

o Ensure employees are aware of all people management policies through communication and easy access.

o Manage the implementation of SHEQ management strategies for the unit.

o Prepare and submit reports on Human resources operations and activities as prescribed by the EHB reporting framework

o Perform any other duties as may be reasonably assigned.

 Minimum requirements 

o Bachelor's degree in Human Resources Management/ Industrial Psychology or equivalent.

o HR-related Post graduate qualification or professional certificate will be an added advantage.

o Membership in people management professional body.

o At least 5 years experience in Human Resources with exposure to payroll administration.

o 2 years of management experience.
