The Construction Industry Council (CIC) invites experienced and academically qualified candidates to apply for the position of Operations Procurement & Compliance Manager. This position acts as head of the Operations Procurement Monitoring and Compliance (OPMC) department.

The position is responsible for improving the operational systems, processes and policies in support of the organisation’s mission, supporting better management reporting, information flow and management, business process and organizational planning.

Main Functions

  • Direct annual budgeting and planning process for the organisation's annual budget in consultation with the
    CEO
  • Develop a monitoring and evaluation strategy and associated tools, including key performance indicators
  • Develop compliance financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances
  •  Implement the OPCM strategic objectives
  • Develop and implement the organisation’s strategies, policies and practices
  • Improve the operational systems, processes and policies in support of the organisation’s mission
  • Increase the effectiveness and efficiency of Support Services through improvements to each function as well
    as coordination and communication between functions.
  • Put in place standards, practices and processes to ensure that the department is managed effectively and efficiently
  • Conduct gap analysis; identify critical control points and preventive measures
  • Lead and participate in internal compliance investigations and periodic internal reviews or audits
  • Put in place standards, practices and processes to enhance compliance and the organisation's reputation
  • Prepare quality documentation and reports

Qualifications and Experience

  • Degree in Civil Engineering, Quantity Surveying, Project Management, Architect or equivalent
  • Ten years of working experience in the construction industry of which five must have been at the managerial level
